Scottsdale is leading the way in what I would consider bad law enforcement with their left turn photo enforcement. Cameras aside, their current hypothesis is that drivers get annoyed at long lines of cars waiting to turn left. You know, for the most part people are pretty reasonable. I think that most people when stuck at a red light when there's lots of traffic coming from all of the directions will realize "there's just a lot of traffic here" and will in general obey the laws. Now, put them in a situation where the left turn lane is backing up, you wait 5 cycle of the light before you get to the front and bam, it's turning red and you're at the front of the line... "should i stay or should i go, if i go, it'll help out all the people behind me, nobody has had to wait going the other direction. If i stay, i'm stuck here for another 90 seconds, dang it, i've been sitting at this stoplight for 6 minutes already, i'm just going to go, i don't care if i get a ticket." Now, don't get me wrong, I'm not saying that making this decision is right, but perhaps the city of Scottsdale should use the information they get from their cameras to help in fixing their stoplight timings instead of handing out tickets.
